Does garlan work in winter?

I have some buckthorn I'd like to remove but have been told there is a chance garlan won't work in the cold.
Also is there something better than garlan to keep the buckthorn from coming back?

I've seen garlon 4 sprayed mixed with fuel oil as a basil drench on uncut vegitation in the winter.
if you're going to remove it, I'd suggest tordon rtu. now can be bought over the counter at tractor supply. wait until its actively growing before doing this. remove the vegatation, and spray the stumps.
tordon 101r and garlon 3a mixed at 1 gal each per 100 gal water makes a foliar spray. again, actively growing
