Double checking on an 066 flywheel.

I picked up an 066 that was siezed for $100 the other day. the crank rod bearing is shot, and the intake side piston skirt has a huge hole in it. Anyways, they tried to turn it over with a screw driver in the flywheel, and broke off about 3 fins in a row. I know that it technically will still work, but do you think it will make it vibrate like crazy? I'm planning on doing a complete rebuild.
 
You might be able to stand the extra vibration from a single missing flywheel fin, but three in a row will be a bit much, I expect. There is no really satisfactory way to safely rebalance a damaged flywheel that I am aware of.
