Eccentric Carby Adjustment Tool

I came across a carby that has a hole ( off centered ) on the adjustment needle. Is there such tool available or how does one go about adjusting these needles.

I have not having any luck so far.

I don't know what style adjuster you have based on your description but you can buy sets of contraband ching-Chang China carb adjustment tools on eBay for the common types.

Saw one like that on an mtd once, sent it packing. Wasn't going to order it off eBay for one carb.
