Girdled Cedar Tree

My family has a large White Cedar that has been girlded near the ground by their dog, about 80% of the bark all the way around. The tree has been living for about 2 years like this but is getting progressively browner and less full.

Is there anything that can be done to save it?
 
Just yesterday a buddy of mine told me it can three years for a tree to die form a bad drout condition. I think it's bad news for you. Sorry to be the barer of the bad news.
 
Mulch the root zone. This is an immediate and long term stress relief on the tree. It may make the difference. As long as the girdling is not 100% there is still a chance.
 
You might want to wait and see before you dump any time or money into a tree that has lost 80% of it's vascular system.

Wait and See is not often a responsible response. Chamaecyparis resists decay.
