How to downsize a dwarf tree?

I have a shrub tree in my yard the owners let get way too big, now it’s ugly. The limbs on it are way to big and it’s a beast to shape I want to downsize it. Thinking about growing a sprout up in a pot and then replanting the whole mess after it take out the root ball, or cutting it back and splicing to the trunk. Any suggestions? I actually like the tree it’s just gotten way too big due to neglect.

It’s a holly tree/bush, but about 15ft tall.

It’s a topiary, and it’s encroaching on my walkway. I may stump it off and do that. It’s probably got a 15’ root ball also though. I just hate to stump a tree down that hasn’t been properly trimmed in the past.
