You remove the outer screw on the bar. Than go through the center of the spring. Easy peasy.

So that thing is not brazed or welded to the outer portion?
I will have to look at it tomorrow I think someone may have brazed the outer onto the spring.

If it feels like it is stuck on the spring then put pliers on the spring and turn both the allen wrench and the spring at the same time. The screw may be a little corroded into the hole in the cylinder. This will help. Mike
Domo Guys I new somebody would have the answer for me it's 2 in the morning here in Japan so I probably ought to wait before I fire that sucker up I just finished a gasket delete and a muffler mod as well as some porting around the transfer ports.
