Is this topping?

There is some disagreement in my community whether the trees are being trimmed properly or not. Could this be considered "topping"?

Looks like a decent crown reduction per ANSI standard, except for there might be some stubs left past the lateral branch. Hard to tell from the picture. They at least tried to do it right IMO. I wouldn't call it topping either.

The tree apperes to be dead....
Mary Smith is, most likely, concerned that "Topping" may have killed it.

There are other trees of the same type in the photo without leaves and some other trees that look to be leafing out.

The kind of reduction show in the photos would not kill the tree.
 
DFK: To clear things up, the tree is not dead. This picture was taken in the winter after the leafs had fallen. I just used this picture because it is easier to see how the branches were trimmed than when the tree is leafed out.
I appreciate everyone's opinion. I think this will help clear up the difference of opinion that exists in the neighborhood.
