Leyland Cypress help

We have a client that has a row of about six 20-30' Leyland Cypress. One has a bunch of this orange stuff & a few are showing signs of yellowing needles (which they said this one did before getting this orange stuff). Any ideas what it is & if there's a treatment for it?

Thanks guys. I thought it looked similar to CAR but w/o the balls/tentacles. Very well may be Cedar Quince Rust. Appreciate the help!
 
Noticed the same orange masses on a bunch of Eastern Red Cedars today. Every Cedar I looked at had it...
 
Is there anything we can do to prevent this? Does is spread via spores from other trees? Any help is greatly appreciated!
 
Most triazole fungicides control rust as will chlorothalonil but it is much easier on Rosaceae hosts in the case of Gymnosporangium
