MS460 tank vent ?

Is this vent valve broken/missing something (I think so, but would like to verify)?

It doesn't look like in the IPL.

Also, I can't find any reference to this little piece of foam sticking in there and therefore have to assume it's part of the valve.

Pardon the picture quality; I'm a little shaky today (I have to buy me a macro-lens at some point).

yep....the top is missing. The piece that looks like a distributor. There not bad, like $13

Yea, they come one piece. I had to replace mine not long back.
