Compression, Vac and pressure test should have been at the top of your troubleshooting list.

Saves a lot of time.

you might check the new fuel line to be sure its not plugged. just a thought Ken

Well...... Thanks all for the help. Turns out the clutch side seal was completely destroyed. Looks like the seal rotted into pieces. The spring in the seal was wrapped around the oiler gear and small pieces of seal fell out all over when I took the oiler out. As stated above a pressure test should have been a first step. Lesson learned.
