tightening belt on 935 Vermeer

Anyone know how to tighten the belt on a 1994 935 vermeer? I'm thinking that the threaded rods that are on clutch handle are the tickets, but I'm not sure....I think I've got to screw them out in order to lengthen which will to push more tension on the belt...but they're seized up pretty tight...
Am I on the right track?

I have a bandit and you tighten the belts by moving the motor with the threaded rods you mentioned.I would think your chipper would be set up the same way.
