My new (old) 026 that I am rebuilding has a port to direct warm air into the carb/air box. The port is wide open and has nothing to cover it with. Should this be open all of the time or just for cold-weather cutting?

It depends on the model. if you have a round knob on the air box, the port is supposed to have a shutter installed for summer, and open in the winter. If you have a lever on the air box cover, then the shroud hole is suposed to be open at all times; the air intake and winter/summer setting is done beneath the air box cover.
