hey guys, i'm stumped on this piece of equipment. anyone know what this is or how it operates? it's supposed to be some type of crane or knuckle boom. and what's the 2 large bars running topside along the length of it?

that looks just like (sorta) the mini pallet lift i we used to use in the warehouse, for lifting skids of dried goods up to the shelves.

i looked at it again and those topside bars running lengthwise are outriggers. so they aren't pallet lift bars.

at this point i'm wondering if you can even steer it? the wheels look a bit too wide compared to it's wheel frames.
