Looks like he's flapping his arms and trying to fly. Maybe it was actually a flying experiment?
 
What type of saw?

Looks abit like an oleomac, or, in this case an "ole-S_ _ T". Likely though, one of those throw-away saws. Lol
 
He is not attaining hover

but he is not falling as fast as the saw.

Been there, done that. If you're going to climb a ladder with a saw, (a bad idea in my experience) at least tie in the ladder.

No tie yourself into the tree I will cut off a ladder as long as I am tied
into the tree but seldom do it just on raising limb jobs 10 trees or more!
