white substace on virginia pine needles?

I have been trying to answer a friends question about the white substance that forms at the base of virginia pine needles this time of year. thanks

Could be pitch encrusted needles or could be insects. Internet search images of Pseudophilippia quaintancii. Does your 'substance' look like this?

Better yet, post up some pictures on here so we can do this thing right.
