Need some feedback please

Recently, our landscape company was tasked with removal of suckers from some redwood trees on our property, but instead of removing suckers, they removed the few small suckers and many lower branches, on this example there were about 10 removed.
They did this to about half a dozen coastal redwood trees.

This is a 10 year old Costal Redwood.
There were no visible suckers on this tree.
The three that were there, were about pencil thick and hidden along the trunk amongst the lower branches.

My question is this: if this was your project, and you had that work order, and there were no clearance issues or safety issues whatsoever, what would you think if you walked up and saw that this was what your employee did...

What are the long term implications of what has been done?

I appreciate any pro opinions on this.

When reading about pruning apple trees I had read someplace no more than 1/3 of the branches removed in any one year.

That's probably excessive raising for a tree of that age but lasting damage is not likely.

I'd try to get some work out of them or something though.
