Mo Maple, Mo Problems

Hello Pros. My Father-in-law has a maple with issues. I did find several posts about black leaves, but not black leaves and bark issues.
Are the two issues related?
Is there any treatment that can be done do save the tree?
What’s wrong with it?
All help is appreciated!

The tree is in South East Wisconsin where we just had a particularly cold winter. However, their house and tree is new to them as of May, so I don’t know how long the bark has looked this way.

Tar Spot. Your tree doesn’t need saving. Just needs a drier Spring/Summer and the leaves raked up and bagged in the Fall. Aesthetic issue only.

The bark is frost cracked, not much you can do about that. Planting depth looks decent for a yard tree.
