Not sure what’s wrong with my poplar

Last year, one branch did not produce leaves. I attributed it to a late freeze we had in the spring. This year, the top two thirds of the tree look mostly dead. The branch that was barren last year is now losing its bark.

Most people I’ve called only do removals, but I’m not quite ready to give up on this. There has been some root damage (due to lawn mowers) to exposed roots that stretch outside of my property, but it doesn’t seem that it should have been enough to harm the whole tree.

Does it look like this has any hope? You can see the branch that is losing its bark on this photo. The trunk looks otherwise healthy and the bottom third of the tree looks fine. The tree is overall ~70’.
