IIRC the main issue is that you must have an atmospheric vent for the diaphragm. On those the vent is routed through a passage in the carb body rather than through a hole in the cover. An incorrect kit blocked off the hole.
 
That is the only thing I see for sure that he did, was to put that hole in the cover. I didn't take it apart to see what else, was too interested in getting it put on my saw and getting it back in the fold!

A few years back got a bad 359 that had a problem.

easy to tell it was the carb.

took it off and looked and thot wth is all this crap ??

rebuilt it like a reg carb and noticed no breather hole so drilled one,,no problem

easy solution to see.
 
...and don't forget to check the pop off pressure.

I had three of these with issues, the hole in the cover did nothing, changing to the tan pump diaphragm fixed two and the third seems just hopeless.
