All my modded saws turn between 12,000 and 50,000 rpms.

14.5-15K for a modded 361 should be ok. Turn it up and get it to 4 stroke. You could determine what is best by doing some timed cuts after adjusting the carb. Check plug color also...

Mine runs the best at about 14280 stock, haven't tried the Andy muffler yet - but likely will in a weak or two.......

WOT is only a rough indicator of mixture setting.. it will depend on bar length, chain tension, oiling, and more..
Set it in the cut... or by timing cuts... if the saw was under constant max load (like a blower), you'd set it slightly rich of peak RPM at max power. That's what you need to try to emulate.
