Barometric Damper on Furnace - how to install?

My secondary heat source is an oil fired FHA furnace. I needed to replace the vent pipe last week but did not pay close attention to how the barometric damper was installed. So I may have it on upside down.

There is a weight, about the diameter of a quarter, and around 1" thick on the pivoting damper plate. Should this weight be at 12 o'clock or 6 o'clock?
