That's an old Bell round grinder, one of the better ones ever made. There was a Bell manufacturing facility just north of me in Eugene, OR. They made high-quality grinders, bar rollers/straighteners, and other industrial machinery including hydraulic motor mounts for some of the early feller-buncher heads. I can't says on value, but that's a good round grinder.
