Whats the best advice for dealing with delayed leaf-out on an ash? The buds are green but not going to leaves yet.

how long has it been there (how long have you been?)? Some ash can be quite delayed compared to others...so it may be just the natural cycle?
does it have signs of emerald ash borer?

Ive been here 4 years and the tree has been there for 3. Normally both Ash trees in the picture leaf out at the same time. No signs of emerald ash borer. The current thinking is I might have caught the tree with a little weed-b-gone from a hose end sprayer earlier in the spring.
