Help!! Cut Too Many Norway Spruce Branches!!!

I decided to cut several branches off old Norway Spruce Trees that were falling over on our side of backyard property. The branches shed needles, pine cones, sap, made a mess, took up sunlight and backyard real estate. I was afraid it would all damage our new pool. Now I regret it sooo much and feel so bad and would do anything to take it all back. I planted several white cedars under but feel they will never grow as tall and fill in.

My question: will the branches on Norway Spruce grow back and ever fill in?? What can I do to help?

A little confused, do the trees belong to your neighbors? Are we looking at before and after pictures or both sides of the spruce hedge row? Is the pool a new install or existing long-term?
 
The tree trunks are on my neighbours property, other side of fence. The pictures are before and after. So before full branches and grass, after is pool and cut branches and white cedars planted.
 
The spruce branches will not grow back. Since you don't own the trees very little can be done at this point.
Focus your resources on the new Arb hedge. They are looking poor, thin and yellowing, one appears to be dead. Improvements to the soil will also help the spruce trees. Best to consult an certified arborist to help you.

I would cutem down and put on large pile and burn the wood

 
IMO.... I'd have cut more... nothing but constant dirt and branches falling every time the wind blows.. shame they couldn't have been taken down before the pool.... doesn't look like an easy job removing them either.
