Looks like hypoxylon and a few other fungi colonising already dead wood.

It is possible the gravel used in the driveway has made pH changes that are not suitable to the tree.
Had to look it up. Quite a few of the Oaks in our subdivision died a few years after the lots were developed. Root damage and compaction from the building. The mighty Oaks don't do well to disturbances to their roots.

Oak root rot seems to be killing our red oaks in central Indiana, I think it is a somewhat generic tern for several fungi that spread through the roots. Had a couple foresters look at it but they were not sure, even sent some pics to Indiana tree health guy because I thought it might be oak wilt. He was not sure. White oaks seem to survive it. Texas might be a whole different ball game.
