That puts the opening on the leeward (low pressure) side. I think, but may be mistaken, that those are to help when wind is blowing down the chimney. They increase draft.

If it's a constant problem, how about putting a reducer at the top? Drop the exit size from 7 down to 6. That would be a 26% decrease in outlet area. No adjustment there though for the calm days when you want more.

35-70 mph winds ...WOW! That would affect any wood burning stove...good thing you at least have 1 damper.

70 mph is not normal, but its not unusual. I should look up our average wind speed, I know they started putting up wind farms here a few years ago because they said it was the best place for hundreds of miles.

Yes, it is very hard to manage the stove.
