Is there any saving my tree?

Hey guys I've neglected the health of my tree for the past two years and I hope it isnt too late to act.

I believe its an American Elm, and it has been infested with ivy. I read somewhere that Ivy wouldn't cause the tree harm, but recently started digging into more information, and it seems ivy isnt good for the health of a tree! That along with the high winds, and a previous pruning the neighbors did a few years back to stop the limbs from going over in their yard. The tree is in bad shape.

When the neighbors trimmed the tree the didnt cut the branches properly, and now those branches they cut have produced smaller branches that look out of place, plus im sure if i could look at the cuts those branches are probably toast.

The ivy smothered the trunk of the tree and held moisture up against the bark, causing the bark to pull from the tree... I cut a lot of the ivy away from the bottom of the trunk, and pulled some of the bigger roots up, I read to let the ivy die off the tree naturally, so you dont pull any more bark off with it.

With the high winds its broken/damaged some branches, I know those branches need to be trimmed properly to save some of the tree.

I will be getting a JLG to get me up to the tree to take care of the dead branches, but there isnt any Arborist in my town to get a consultation so I was hoping for some advice on what I could do.

I attached some pictures, a couple of the trunk itself, on one you can see the bark is gone, but it isnt gone on the whole base, just on that 1 side. The rest of the pictures are just showing the dead branches, or the half cut branches. Please feel free to mark on the pictures, specifically if theres anything i should be doing when I go to cut the branches... Any help or advice you guys could offer will really help me out!
