losing bark on the lemon tree

I have a 60 year old lemon tree that I hope to save. It has been losing bark for the last year or so, and producing less and less fruit.

There are some little bugs boring around in there, but how do I kill them and save the tree?
Is there something that can be used to coat the arias where the bark is gone?

Help. We used to get about 5 bushels of lemons off the tree, and now we are lucky to get one.
