"Lots of white sap" on Spruce Tree?

Customer asked me if there's anything wrong with their yard tree.
It's some kind of Spruce, approx 20'' DBH, 40' tall.

There is a lot of white sap all over the trunk, up and down. They thought it may have started doing this recently. We have been having a bad drought this year if it makes any difference.

Lots of "bird peck" on the main stem, but I've heard this can also be some kind of boring insect or worm?? Stem also looked a bit "bulgy". Round, but with odd bulges.

Otherwise tree looked OK, couldn't see any dead parts. Other conifers in the yard look OK, and don't have all that white sap.

I was wondering if it could be something like this?

The description kind of matches, but the needles on this one have not turned an unhealthy color or fallen off.

Not fungus without needle drop. Tree looks good, sap defense against infection. Check out internodal growth. Can supply dehydrated composted cow manure one inch thick over feeder roots if necessary.
