Partially blocked could do it, perhaps if silicone was used somewhere it squeezed out, and into that port?.. No good impulse means no fuel pumping..
 
No impulse line to break. The carb goes directly over the impulse port. With the carb gasket in between. I think I know what is blocking the impulse port. I will have to pull the carb to be sure. But I think it is quite likely.
 
I've got three of the T25s and this is just a guess, but I've had this issue also. Try disconnecting the fuel line from the carb and pumping the bulb until you get fuel out of it, then connect back to the carb while the line is full of fuel.
I'm not sure but I think they get some kind of air lock and it seems to happen more with older fuel lines that are a bit stiff.
Also make sure the prime lever is completely engaged while priming.
These things tend to flood so don't over pump. You should be able to see fuel in the return line within three pumps if things are working okay.
