Has anyone here done consulting work outside of their own country? Places like Dubai, China, South Africa....blah blah blah.

There's trees in Dubai?
I've worked for multi nationality engineering consultants, but usually there was a local office. If they required a specialist consultant that was from another country, the local office would be responsible for visas etc.
Most countries know that there are specialist consultants that they don't have within their countries and have temporary work visas to allow for you to work on specific projects. You would be best to inquire with the country's consulate to find the details.
I'm not sure if that is what you were asking, but if you want to know if there is work in those places I don't have any details. I know we have had several foreigners come through our office on people's 'climb my way around the world' tour.
