I’ve been running across a large number of mature Oaks in distress from grade changes during construction. These homes are 5 to 10 year old and the damage is manifesting in many ways. My question is ,is it possible to Attempt to help these trees by removing soil around tree bases, exposing Root crown? Or has the damage been done with the amount of time that has passed?
 
I agree with Jeff...worth trying. Maybe.

Depends on how far gone they are. If there is still some vitality, they can respond. But if it is in a severe decline, probably aren't going to pull it back. That is a lot of soil to remove - without using equipment that will compact the soil more.

Air excavation certainly plays a big role here too. Radial trenching at least, if not whole area decompaction. This is also a place where growth regulators (Shortstop/Cambistat) can help.
