Safely removing a hanger?

I have a pine that snapped in half in my front yard about 25ft off a pretty busy road. The top half is stuck in another tree. I'd like to remove the top half and avoid having it drop in the road but I've never dealt with a hanger before. So I'd like opinions on what would be my best approach at this.

Put a rope on it and pull it out

Yep. But to be a bit more precise, hook the other end to your truck and let your truck pull it out.

Doing well thanks. Have a bunch of downed trees from the second 500 year flood in three weeks, but the ground is too swampy to process them. How's u'r range of motion?
