Stihl 051starter pawls won't engage????

Hi, just picked up a fairly decent looking intact 051. However, when I pul on the starter rope there's nothin! I'm guessing the pawls won't engage maybe? or the female side "gears" on flywheel are worn. I cleaned it, but I have no idea how these pawls are supposed to work, they don't seem to have any movement in them. How are these supposed to engage? Am I missing a piece? Thanks

Pull up the IPL and take a look.

hmm, looks like you have the early version with a completely different system. Common with the 075, I believe…
