Strawberry Arbutus help

I have a 12 year old strawberry arbutus tree that appears to be dying from lack of water / or?
The drip line is clogged and will be fixed shortly. There is an identical Strawberry tree that is 30’ away, thriving and full of leaves.
We are watering the sick tree with a slow spray for 5 days and not sure to stop or keep watering? It’s supposed to be drought tolerent in zone 9 in our N. CA climate.

A photo of the bottom of that tree would be helpful.
When you say "identical" tree, were they both purchased and planted at the same time?

The trees were purcased and planted at the same time. We calling in an arborist in our area for further help.
