Tree Fungus in Northern Virginia

Hi,

I have two elm trees in my front yard that have a light green fungus growing on the trunks and latter on in the summer the upper leaves will die and start dropping in clumps. This has been happening for several summers in a row.

Can anyone tell me the problem and how to treat it.

I don't think the green fungus you see and the dying top are related.
Moss, lichens, and other non-parasitic organisms of some type grow on almost all tree bark.
Leaves dying at the top can indicate a root problem, but the comment about clumps makes me think of squirrel damage.
