Sure looks like it but I'm not sure how to eliminate the possibility of it being another species of white oak.

Got an english oak in my yard...generally 3to7 lobes on each side.,and shallow rounded.leaves are dark green above..bluish green below.Those leaves appear to be more deeply lobed.Are those basal sprouts from a stump?Pretty shrubby for a tree.There are different cultivated varieties so......You find out..let us know!

Looks like something the town close by has planted along the streets, I think it's a Crimson Spire oak.
