When to prune or shape these trees ?

I have 3 of these trees in my yard. they all 3 were TOPPED years ago ! Not by me ! They have alot of small branches shooting upward. I was thinking about having them shaped & some of those shoots trimmed out. Should I do this ? When should I do this ? Look at the photo's.

Oh man, this makes me cringe...

I'd seriously think to leave these silver maples alone.

Perhaps someone could thin out some of the multiple shoots from where the branches were cut back, to take some weight off these branches and try to get the tree closer to its natural form. The question is, would the tree respond with more spouts or would the very ends of the branches grow out too far, bringing the problem full circle.
