Open up the exhaust hole in the muffler as large as what the deflector covers. You'll then want to remove the limiting tabs from the carb needles and re-tune. They may make up the difference you're looking for.

The best reason to pick up a skip sequence chain in that length is because it's easier to sharpen. Full comp in a 32" has, what, 34 cutters? Skip would be ~22-23 cutters with skip.

An equally good reason to run full comp chain on a 25" instead of a 32" bar is sharpening fewer cutters/depth gauges.
