Husqvarna 455 Rancher chainbrake issue

So I just picked up this husky. It does need some work but starts and runs good. So my first question is that the chainbrake doesn't work? It does make a slight chick when engaging but doesn't lock the chain. Any ideas?

Second is I see a spot that looks as if it was suppose to have something there such as Grommet or buffer?

Some possibilites:
Brake band broken or not attached to spring.
Spring broken.
Handle not engaging the 3 lobed metal spring connector.

So I took off the black cover that covers the spring mechanism. It doesn't even have a spring under there, weird? Would that make it not work?
