Husqvarna 455 Rancher chainbrake issue

So I just picked up this husky. It does need some work but starts and runs good. So my first question is that the chainbrake doesn't work? It does make a slight chick when engaging but doesn't lock the chain. Any ideas?

Second is I see a spot that looks as if it was suppose to have something there such as Grommet or buffer?

Brake band broken or not attached to spring.
Spring broken.
Handle not engaging the 3 lobed metal spring connector.

Something wonky is going on. Roll her over to expose her underbelly. How much clearance is between the band and drum?

take the black cover off the spring to see if the band is broke or the spring may be gone. if everything looks ok check the handle to make sure its able to turn the gear in cover.

So I took off the black cover that covers the spring mechanism. It doesn't even have a spring under there, weird? Would that make it not work?
