% green ash

anyone know what this value is? i was looking at some publications from the IL and NE state extension and they both have green ash values, for instance, ash is listed at 100, oak is 123 and pine is 165. was wondering what this means as i have googled it and came up empty, i assume it has to do with how many ashes are left after a burn but i was wanting to know for sure
 
Green ash is used as a base to compare to other species

"The amount of heat per cord of dry wood is presented in Table 1. Heat content is shown as a percent of dry green ash, a fairly common, dense firewood. Values above 100 signify a higher heat content than green ash and below 100 a lower heat content."
