Will the bottom of this Eastern cedar ever fill out? If so, will it be many years?

Tree is about ten feet tall, second year since transplanting. If it will take too long to recover or won't recover I may replace them. Some have little green shoots forming but some don't.

Thanks. The top half of the tree is actually pretty healthy, worth digging the holes to try to transplant these elsewhere on the property?
