020T wont rev up.

I've got an 020T with the fixed H jet on the carb that won't run wide open. I don't have a tach, but I would doubt it's running at half normal rpm. Seems to be running rich too. Thoughts?

Might have already checked this, but is the filter clean?

Yep, new plug, and filter cleaned. Just seems real rich and wont rev up. Any more thoughts would be appreciated.

inlet needle in the carb is stuck open, maybe a piece of dirt stuck in it?
