I paid 40 bucks for this saw put a carb kit in nd now it runs fine. put a new bar and chain on today and it wouldn't spin the chain...compression 115psi. is this possably a clutch problem?

Is the chain brake on?

Correct chain for the bar and drive sprocket?
Over-tightened chain?
Roller nose buggered on bar?
Broken clutch spring?

no brakes not on and I have three saws with 16 inch bars and they all are the exact thing

compression sure is low. did you pull the muffler and check for scoring? Otherwise pull the clutch and inspect.
