1122 with no idle

This post is for the amateurs to learn.

Fresh start after 5 months of dry storage. 660 for milling. it's usually a Turn-Key affair but this one has no idle. The carburetor has been off as of last night to be inspected. The diaphragms a little dry and a few wrinkles but other than that no issues. New fuel, it's clean inside, fuel lines are good, carburetor screws are a bit far out for what I would consider a tight tune and it rips. Runs great @ about 4,000 and has no idle below that. Impulse line is on. Has an OEM base gasket, machined, ect. Pto seal appears good. No vacuum tests were done, yet. The fuel system is not the likely candidate. Carb swap did nothing. Curious to hear the amatures diagnosis moving forward.
Ain't much left to check.

So what's wrong with it?
