2 trees, 2 problems

I have 2 trees and I think each tree has a problem. I don't know what kind of trees they are or what to do about the problems(I live in Minnesota, USA):

Tree #1 is some sort of Oak tree I believe. This spring the tree started to bud out slowly and some branches that weren't facing the sun never budded out. There are no leaves on these branches. Should I cut off the branches or will they come back next year? Or is the tree completely lost?

Tree #2: I have no idea what kind of tree this is, but the leaves have holes in them like a bug is eating them. Any ideas?

The first two photos are from tree #1. Third photo is the leaf of tree #2.

I think your oak limb dieback could possibly be a result of the severe Ice Age (caused by Global Warming) last winter.
