7' Olive sprouting at ground level

I planted a couple of 7' fruitless olive trees about 3 months ago. I've been rubbing off the new sprouts coming out of the trunk up to about 30". There are also several sprouts coming up from the base at ground level I can't seem to stop them from trying to grow. Is there something I can do?
