93-year-old froze to death, owed big utility bill

BAY CITY, Mich. – A 93-year-old man froze to death inside his home just days after the municipal power company restricted his use of electricity because of unpaid bills, officials said.

Marvin E. Schur died "a slow, painful death," said Kanu Virani, Oakland County's deputy chief medical examiner, who performed the autopsy.

Neighbors discovered Schur's body on Jan. 17. They said the indoor temperature was below 32 degrees at the time, The Bay City Times reported Monday.

"Hypothermia shuts the whole system down, slowly," Virani said. "It's not easy to die from hypothermia without first realizing your fingers and toes feel like they're burning."

Schur owed Bay City Electric Light & Power more than $1,000 in unpaid electric bills, Bay City Manager Robert Belleman told The Associated Press on Monday.

A city utility worker had installed a "limiter" device to restrict the use of electricity at Schur's home on Jan. 13, Belleman said. The device limits power reaching a home and blows out like a fuse if consumption rises past a set level. Power is not restored until the device is reset.

The limiter was tripped sometime between the time of installation and the discovery of Schur's body, Belleman said. He didn't know if anyone had made personal contact with Schur to explain how the device works.

Schur's body was discovered by neighbor George Pauwels Jr.

"His furnace was not running, the insides of his windows were full of ice the morning we found him," Pauwels told the newspaper.

Belleman said city workers keep the limiter on houses for 10 days, then shut off power entirely if the homeowner hasn't paid utility bills or arranged to do so.

He said Bay City Electric Light & Power's policies will be reviewed, but he didn't believe the city did anything wrong.

"I've said this before and some of my colleagues have said this: Neighbors need to keep an eye on neighbors," Belleman said. "When they think there's something wrong, they should contact the appropriate agency or city department."

Schur had no children and his wife had died several years ago.

Bay City is on Saginaw Bay, just north of the city of Saginaw in central Michigan.
 
it's more than sad, it damn disgusting that a Co. can let a person freeze to death and say we think we have done nothing wrong!

OK, the big bad power company let this guy freeze to death? I don't think so. Doesn't the person who died have some responsibility here? If it was cold in his house, he could have gone to a neighbors house, restaurant, wal-mart...the list is endless. In my area there are utility assistance programs for the elderly and poverty stricken folks.

It seems to me that this guy committed suicide. Sad for sure, but since when did any for profit company have a responsibility to give away their product to anyone who can't afford it?
 
hey might be right he could have went else where, but he was 90 odd, no family probably not of full faculties.. companys have a social moral responsability. sounds like the old guys wasn't even told how the limiter worked.

I am all for Co. making a buck and getting debts paid.. they sure ain't gonna get it paid now are they?

In a way yes, he should not have been there alone. Maybe that is why he stayed, he was alone. I don't think it was very fair to kill the guys power in the middle of winter after 93 years of paying his electric bill.
Down in Philly they are not allowed to shut anything off if someone is in the house. They used to but people started dying. In Az. you are not allowed to shut the water supply off.
I think utilities companies are a little more than a " for profit company". There is no easy way to define this kind of happening and its sad to hear.

a 93 year old man is likely confused and probably has no knowledge of special programs. Much less have the ability to jump through hoops applying for assistance.

the power company knew of his plight and should have handled situation differently. most states have programs in place to treat elderly differently on cutting off life threatening utilities.

really sad

The guy was 93 with no family. As a society we need to care for our elders better. There is no reason for something like this to happen.

Social responsibility is a concept that is quite foreign to American businesses. The primary responsibility of a Company is to make profit for its shareholders. If some social good come from this, than all the better. Times are changing and both government and the public are demanding that large corporations take on more responsibilities other than just sponsoring NASCAR. This is a very tragic situation that represents a failing at all levels in our society. The government failed to help this fellow, the state failed, the company failed, the town failed, the community failed and ultimately this man failed to help himself. Just randomly trying to assign blame is in my opinion pointless and I will get off my soapbox now…
 
I read this on the news elsewhere this morning. The gentleman was a WW2 vet, had no kids and his wife had already passed some time back. It really saddens me to see our society giving handouts to people who are too damn lazy to work for a living and then turn around and let someone who fought for our country freeze to death.

This is not right. Why isn’t the VA tracking the WW2 vets? I put my time in after college, didn’t have to but long family history to up hold. My 88 year grandfather is a WW2 vet and my father Vietnam. To let one of our vets fall on our own soil is unacceptable. I can only hope the national press picks this up.

Could not have said it any better. Total BS. It's to bad the neighbor's didn't find out about the situation sooner.

But when you look at the nuts and bolts of the whole thing, we have to assume at the age of 93 he was severly restricted in his ability to help himself.
I personally hold the electric company responsible for one simple fact. A past due amount of 1000 should have indicated that he was NOT ABLE to pay the bill, it is easy for us to assume that we would not neglect our electric bill.
Car payment?Sure.
The cable bill?of course
The electric bill?Highly unlikely.
We all NEED electricity to heat our home, cook, store our food, etc.
But when big business put profits above the needs of the elderly, then we are indeed in a sad state of uncaring.
When we treat every case of an unpaid bill as just another "number" then we lose touch with our basic duty of compassion for folks that have a need. We spend billions of dollars every year on welfare for people that abuse the system, while we have honest folks trying to scratch out a living and making do with what we have.

A small amount of time spent by the electric company would have quickly revealed that this was probably a case of someone not able to pay, rather than someone just trying to get a free ride, and a suitable resolution that would have kept the power on for the old guy could have been reached.

As our economy continues to spiral out of control,I dare say that many of use will face having to juggle some bills and pay what we can. Would we want the electric company to shut off our power if we were unable to pay?Would you want to see your elderly parents suffer, your wives and children shiver in a cold home?I think not.
As a group, we all here have the blessings of being able to heat our home with wood.We struggle with the sore backs,tired arms, and frozen feet to get our wood home and stored, but NEVER should we forget that we are blessed to have the strength and resources to heat our home ourselves.

Our utility companies for years have enjoyed huge profits.Is it really asking too much for them to share a bit when times get rough?Are we really that cold hearted?
Shame on any of you that feels that the electric company was in the right.

Not at all Ductape: I was just reading a day or so ago how our country is spending around 330 BILLION a year to support Illegals. I share your disgust but wonder just what it's going to take to get things back where they belong. As things stand right now, I am not all that hopeful.
