Blue Spruce issue

Trying to find the technical name and reason that some spruce trees produce these needleless, deformed, whorls of branches. Any ideas?

Mine's not doing that. I'd have to guess and say that those branches are possibly ones that started and then they were out competed by others near them.
It happens in nature a lot.
Guys with more technical knowledge should be able to answer this one. I'm curious now too.
 
We have this at a couple of different sights, in different towns. Where it occurs, its on 4 or 5 trees but not all of them. Some trees have it over 3 or 4 differing whorls at varying heights on the trees and the trees have continued to grow normally.
