Boulevard Cypress Care

I planted a sculpted Boulevard Cypress tree about 3 months ago. It stands about 7 feet tall. I recently noticed the lower portion of the tree (sculpted as a ring around the trunk) is turning brown on the underside and part of the side. This is also happenng on a ball-shaped branch above it. The tree shows a lot of new growth.

Is there a problem with the tree? What can I do to repair the problem?

Chamaecyparis pisifera 'Boulevard' tends to get brown in the center during winter. It is one of the drawbacks of the cultivar.
